DEVELOPMENT REVIEW PLANNER I
Salt Lake City Building Services Division
$3028 - $3938 mo.

Provides professional level analysis, coordination and tracking of development plans to ensure compliance with the City’s
zoning and related site development ordinances. This position requires extensive verbal and written communications with
building permit applicants, other City departments’ staff and the general public.

Reviews and tracks building permit applications, licenses and Board of Adjustment applications for accuracy,
completeness and compliance with related ordinances and building codes.

May assist in coordination of Development Review Team (DRT) processes. May serve as a regular member of the DRT.
Works with other team members and respective agencies to ensure prompt response to permit applications. Takes
appropriate action to resolve inordinate delays in review processes. Reviews and examines complex plans and
specifications of developments for compliance with zoning, site development, subdivision, sign and related ordinances.
Reviews and tracks requests for legalization of excess residential units in existing structures. Works directly with property
owners and other city agencies to resolve zoning legalization requirements. Provides written correspondence or verbal
responses to architects, developers, contractors and property owners concerning complex commercial, residential or
industrial construction questions and associated permit process requirements followed by the Building and Licensing
Division. Responds to public requests over the phone and at the counter regarding appropriate City and zoning
ordinances and permit applications. Assists where needed to maintain counter and phone coverage. Inspects
development sites to determine zoning ordinance compliance and makes recommendations to developers, builders,
property owners, architects, city construction inspectors and housing/zoning enforcement officers regarding alternative
methods to correct cited violations or inadequacies found in proposed development plans. Reviews and approves
applications for Home Occupation Licenses to ensure zoning ordinance compliance. Interprets zoning standards for other
department/division code enforcement personnel or other city personnel as needed. Performs other development review
duties as required.

Minimum Qualifications:

• Graduation from an accredited college or university with a bachelor’s degree in Planning or a closely related
field and two (2) years full-time, paid professional experience in plans review, zoning enforcement or an
equivalent combination of education and experience substituted on a year-for-year basis.
• Ability to read and accurately interpret development plans and specifications of varying complexity and
compare with actual site.
• Ability to perform complex geometric and algebraic computations required to determine areas, lengths,
angles, slope percentages, etc. as depicted on plans and detailed in zoning standards.
• Knowledge of the principles and practices of urban planning, building construction, site development and
zoning ordinances.
• Ability to communicate effectively, both orally and in writing, with individuals from diverse organizations and
backgrounds.
• Proficiency with computers and computer software used to collect, retrieve and tabulate data.
• Use of personal or city vehicle to perform various site reviews will require a valid Utah State Driver’s License.
Desired Qualifications
• Understanding of current Uniform Building Code, building construction practices, and zoning ordinances and
practices.
• Working knowledge of drafting and the ability to use current drafting equipment or software.
• Membership in the American Planning Association or other related, nationally recognized professional
association.
• Certification as a Plans Examiner by the ICBO or other nationally recognized certifying body.

Engineer IV - Plan Review Engineer

Salary: (30) $4697 - $6108 mo.

As a registered professional engineer reviews civil site and utility plans for Salt Lake City Public Utilities for compliance with applicable regulations, codes and engineering principles. This engineer will meet regularly with developers and design professionals to discuss requirements for connection to Salt Lake City Public Utilities’ water, sewer and storm drainage facilities.  This work may also require occasional site visits and some involvement in construction inspection when modifications to approved plans may be needed.

 Minimum Requirements: Bachelor of Science degree in Civil Engineering or related engineering equivalent and four (4) years paid work experience performing civil engineering duties, including planning, design, construction, operation and maintenance of infrastructure. Post-graduate engineering education may be substituted for up to one (1) year of required experience.  Possession of a professional engineer’s license (PE) from the State of Utah.  Out of state applicants who possess a PE License must become a PE in the State of Utah within six (6) months of employment.  
Applicant should be able to lead, develop and support other team members, use computers, prepare and present complex reports in written and oral form, and effectively communicate with operations staff, consultants, contractors and the public.
 Pay will be based on experience and qualifications.

Development Services Manager

SUMMARY: Under the general supervision of the Planning Director (Division Head), acts as a

team leader with other planners, specifically supervising the Development Services Section

within the Planning Division; performs a high level of professional planning activities pertaining

to current planning, including land use, transportation, zoning, development review (commercial,

industrial, multi-family site planning, subdivisions, plat amendments, and conditional uses),

architectural review, economic development, and other areas of planning impact.

MINIMUM REQUIREMENTS: Bachelors Degree in urban planning, geography, public

administration, or related field. At least five years of progressively increasing planning

experience working in local government or comparable organization. AICP (American Institute

of Certified Planners) Certification preferred. Class C (Commercial Drivers License) required

within 6 months of hire. A one-year probationary period is a pre-requisite to this position.

Knowledge of principles and practices of community development, local government operation

and structures, urban planning and design; transportation, strategic planning, capital

improvement planning, development review, Federal Land Use Law, Utah State Land Use Law,

principles of public relations, map reading and interpretation, rudimentary math skills, and use of

engineering and architectural scales.
